You have to have minecraft 0.11.0 to 0.12.2 because that's when skins came to minecraft pocket edition. Ok enough of my blabbering about minecraft versionsXD so you go to your minecraft skin menu then tap the skin slot that says custom then go to where you downloaded whatever skin you downloaded so go to where that skin layout is downloaded at with your minecraft then tap on the skin layout (once you've found it) and last but not least it should say weather you want a Steve or Alex model for your skin (I usually pick the Steve model) or if minecraft can't recognize the skin layout then just try again.....sorry for the long paragraphXD lel.
