it requires optfine to apply it here it is for 1.12 - 1.13

It is not necessary to have a device with 4K support, since these shaders are just an attempt to implement the maximum resolution in MCPE. And of course, at the moment you will not find the real 4K for Pocket Edition, only Mojang is able to create such textures.
